Yes, I've heard that excuse a million times. Curiously, genocide occurred every place where communist took over. It's not a question of "a few bad apples" but an inevitable result of a system that attempts to deprive people of their fundamental right to own the fruits of their own labor. It is contrary to human nature to wish to be robbed of one's own property--and the essence of communism/socialism is to steal everyone's property and make it the property of the state.
