POSSIBLE SPOILERS WITHIN: I think Senator Palpatine is Emperor Palpatine's dad or something because they have the same last name and that is just too big a coincidence for me. I think when they make Star Wars Episode VIII they will have a light saber fight and Senator Palpatine will say "Emperor Palpatine, I am your father." It was infact a woman actor playing him in this scene. yeah, you're right, that was a woman but in ESB the only appearance the Emperor makes is that hologram communication (unless I'm gravely mistaken?) so yeah, in ESB Palpatine was portrayed by another actor (but only in the original VHS editions.
