One of my physics textbooks cited an experiment where a pen was dropped in an evacuated tower (meaning no air in it), hitting the ground at far more than the terminal velocity it would reach if it were falling in the air, and it didn't even break the pen. If it couldn't break the pen, then it certainly wouldn't penetrate the skull, as the popular story suggests. Note that terminal velocity is the fastest velocity an object can reach falling through air under its own weight. Making the skyscraper taller will not affect the outcome.
