You'd need planning permission and ALOT of money for that, but good luck.

No, I'm pretty sure I was talking about the fantasy approach. The Sci-Fi approach would be more technical than some city that defies physics through some mystical type of metal. Sci-Fi almost always connects to our modern day idea of practicality. A Sci-Fi approach would be a city that was supported through giant turbines or perhaps the gravity of the planet was low. Or, the ocean's density was greater than ours.

The fantasy approach uses magic. What your talking about is the sci-fi approach. that's what I'm going for.

How? Same property that makes ships stay afloat. A city would have to displace enough water by increasing area so that it would float. Building a large city has been possible for quite some time, but it's really not a good idea. If you want to take the fantasy approach, then a city could be made of some weightless metal and be domed by a shield or something.

there is a small city somewhere in the world (cant remember where exactly, since i saw it on tv ages ago) where everything is made from reed (or something like that). from houses to the 'land' itself.
so thats a city that floats on water for ya :)

so anyway... i dont think its really difficult to build a city on a water, the main problem is the destructive force of water (if its on ocean or sea).
however big lakes could used :P

You may be shocked to hear this, but there are already artificially created islands in dubai, as far as i am aware there are three developments so far. 2xpalm islands and "The world" islands.

Have a look, i'm actually going here in summer to visit a friend of mine from university :)
