Anyone with good programming skills?

I want to know if I can make a bind directed to a certain person, that person being the person I'm targetting in my crosshair.
I want the bind to be: "Stop that, %n"
Where %n is the name of the person I'm looking at.
So if I was looking at someone named Padawan, the speech would be "Stop that, Padawan" or... well you get the idea.

Anyone know if it's possible and how it can be done?

Well first You need to make a C++ script that makes %n point to (players name). Which is a Not nessesary as there are already compiled scripts around so you dont have to make it from sratch.

That can be modded into the admingun. I was thinking of something like that for JA Reloaded for the teleporting. As you may know, there isnt a teleport gun, so I may create something for it. We'll see...

hmm sounds pretty tricky, dunno. It might be possible using a variation of the admin gun and something to do with the attacker chat or even killtracker. Ask chosen, sounds complicated though.
