I didn't feel like scrolling ALL the way down, but I think the best way to do this would be have a small map that looks like a chessboard. The two players would have 1 "controller" that would use one of those NPC following mods that are on JK3 Files to move the NPCs. I could make a cool set of NPCs just for it, Rebels and Imperial models and then if someone will make the skins, Black and White chess peice models. Each Box would have a wall so the NPCs couldn't see eachother, but on the top, where the players are, you can see down every hole. The player would open up a "Door" to the next peice for the NPC they are using, say you want to move a Knight, then the Controller moves the knight to the possition the knight is needed to be at by going to the top and dropping the NPC in the cube selected (the top would be only for knights, as they can jump over all peices).

If you are moving to kill an oponent, the floor beneath the NPC to be killed opens into an NPC kill pit, destroying the NPC so the npc attacking can be moved into the new block by the Controller of your side. Teleporting wouldn't be needed for this, cuz the controllers could be anyone that already has admin, or just someone using the mod .
