well when you load multiplayer, start your own server by setting everything up but then don't click create server bring down the console and type /devmap (map name here) and this will load all the settings you made for the server plus activate the cheats option. Once in the server, type npc spawn vehicle rancor_vehicle or x-wing or other types of npcs and they will come.
